Unforeseen costs related to the substructure and bridge pier construction were not appropriately captured in the initial cost estimate. The design team re-evaluated foundation alternatives and is preparing to advertise the project for construction once again. A foundation alternative will be available for bid in the contract documents. Additionally, the Tonto National Forest requires payment for their participation with the project. In an effort to achieve the desired aesthetic and visual quality of the new bridge while maintaining structural integrity, changes were made to the pier design that have increased the concrete and steel quantities. Building an access road for foundation / pier construction was originally underestimated. Furthermore, restoration efforts associated with removing this access road, once construction is complete, was also underestimated. ICAP is included in this request. |

Additional funds are required to complete the design for the bridge. Funding to secure a consultant to perform a constructability review was originally underfunded. Moreover, coordination between the design team and Tonto National Forest regarding a potential bridge fence is necessary. The environmental consultant also needs funding to continue biological and 404 surveys within the project limits, as well as provide historical bridge documentation. The previous budget authorized (2011) under TRACS No. H8243 included preparing scoping documents for both Queen Creek Bridge #351 and Pinto Creek Bridge #406. In 2012, additional authorization for final design was established for Pinto Creek only (Queen Creek bridge was deleted from the project scope) for a bridge replacement alternative which consisted of a bridge with precast I-girder approach spans and a steel plate girder main span over the canyon. Based on input from the Tonto National Forest on this designated scenic route, the team was asked to evaluate alternatives to address the bridge�s visual quality within the Tonto National Forest easement. Funds were expended to evaluate alternatives not originally identified in the PA, perform a rehabilitation evaluation in support of 4(f) requirements (historic bridge), develop an initial bridge selection report and perform project coordination activities. A new preferred alternative (Haunched Steel plate I-Girders) was developed, with the concurrence of the Tonto National Forest, which meets the visual quality requirements for the scenic designation. In addition to the previous expenditures and change in bridge replacement alternative, the design estimate in 2012 was underfunded and did not address major elements of design, such as the need for a well-defined construction access road, roadway design efforts and constructability review. An amount of $1.2-million in design funding has been expended (and encumbered) to this point and additional funds are required to complete the design.
