| 26. JUSTIFICATION |
| The City of Flagstaff originally programed $5.1M for construction of the 4th St bridges in accordance with the estimate included in the original scoping document. Construction estimate for eastbound and westbound crossovers on I-40 were not included in the original scoping estimate. The City also requested and will pay for aesthetic features. Per the current estimate, the additional amount to be paid by the city is $1.414 M. City has approved an IGA amendment to reflect the increases, at the council meeting on September 17,2019. ICAP is included in this request. |

| ADOT and the City of Flagsatff (CoF) evaluated alternatives for construction methods of the 4th St Bridge. Accelerated Bridge Construction method of Bridge Slide was recommended to be the most beneficial for the public.It will reduce overall construction duration by two months and will reduce vehicular closure on 4th street by three months to make it a one season project. Additional design efforts are needed to incorporate this change. This work is estimated to be $154K and is equally split between ADOT and CoF ($77K Each). CoF has requested aesthetics and paid for design work on the 4th St Bridge. This is the breakdown of the increase: 1: ADOT $77K as part of 50pct design for bridge slide work 2. COF $77 as part of 50pct design for bridge slide work 3. Aesthetics -fully funded from COF = $94K 4. COF paid $13K for the PA work excess of $60K paid before for PA work Total = $184k from COF and $77K from ADOT. This equals the $261K increase needed. $219k Consultant $19k Staff $23k ICAP |

| ADOT originally established a $500k project to design the rehabilitation of the Butler Ave and 4th Street bridges. ADOT spent $130k on the initial design effort and then was approached by the City of Flagstaff to consider widening and replacing the 4th Street Bridge. City of Flagstaff paid $60k to re-scope the Fourth St Bridge work from a rehabilitate bridge project to a replace bridge project. A Joint Project Agreement between the City and ADOT was subsequently agreed upon, with each agency contributing $500k to the design of a 4th Street bridge replacement/widening project. Prior to Flagstaff�s request, $130k was spent on the initial design effort to rehab the bridge. This request is to replace the $130k and make ADOTs $500k contribution whole as well as to fully fund the Butler Ave. Bridge Rehabilitation development costs. Change Type of Work to "Replace Bridges". The breakdown of requested funding is as follows: $165k Consultant $30k Staff $20k ICAP |
