26. JUSTIFICATION
Additional funding is needed for staff time to coordinate with the primary landowner to complete the Section 106 consultation and the access agreement. The level of effort for environmental and right of way coordination have exceeded the original estimate. Funds are needed to complete contract obligations with the geotechnical consultant. On February 24, 2023, the Clean Water Act Section 404 Nationwide Permit pre-construction notification (PCN) permitting application was completed. Funds are needed to make payment for the compensatory mitigation / in-lieu fees to the Arizona Game and Fish Department`s Lower San Pedro in-lieu fee program site. ADOT received a State Historic Preservation Office (SHPO) Section 106 consultation response in December 2022 indicating the project would have an adverse impact on the Queen Creek Bridge. Because of the adverse impact, additional funds are needed for the environmental consultant to conduct the necessary field work to document the existing bridge prior to construction. The field work documentation will be used for preparation of a Historic American Engineering Record (HAER). A second site visit was also required for the bat surveys to confirm avoidance efforts and to update the Biological Evaluation (BE) memo. Staff: $8k Consultant: $28k ICAP: $4k

26. JUSTIFICATION
This project will be advertised with F0315 Waterfall Canyon Bridge and the 404 impacts and Biological Evaluation (BE) will be cumulative between the two projects requiring additional coordination between the design teams. During review of the BE with the Tonto National Forest, ADOT determined bat surveys are required for caves near the project site to determine potential impacts. Detailed drainage analysis and lessons learned were conducted to respond to comments from the U.S. Army Corps of Engineers for the 404 permitting. Additional funds are needed for access road layouts, constructability review, re-evaluation of the rockfall mitigation, and development of a combined construction duration schedule with F0315, all of which were not originally included in the project costs. 26. JUSTIFICATION
The Waterfall Canyon Bridge project (F0315) is in close proximity and is programmed for FY23. Deferring the Queen Creek Bridge project will allow the two projects to be combined into one contract. The original construction estimate was developed in February 2017. Additional funding is needed to account for unit price increases as well as a 30pct design contingency. Contingent upon PPAC approval, this will be included in the FY22-FY26 Five Year Program.

The project was established in 2012. A Project Assessment, preliminary survey, and alternative analyses were completed through early 2020. Final design was subsequently initiated and the Stage II plans, specifications and estimate have been completed. Based on the current estimate, additional funds are needed for final design, which includes geotechnical investigations and a Value Engineering (VE) Workshop. The ICAP amount has been increased by $50K to account for the adjusted ICAP rate over the years. Staff=$544K Consultants=$112K ICAP=$115K
