| 26. JUSTIFICATION |
| This is a City of Tucson CA Project. This project was initiated in May of 2022 with Design for FY23 and Construction in FY24. Current Design is only at 30pct as of March 1, 2024. City of Tucson staff has changed from what was in place at the time this project was initiated. This project is funded with HSIP funds and Tucson did not understand that they could start Design on this project right away and they waited until November of 2023 to start the process. The City of Tucson is currently working on 4 projects at the same time that are all HSIP funded and cannot complete the Design in FY24. They asked for the project to be deferred to FY25 but HSIP funds are not currently available until FY27. |

| The existing intersections at 2 locations through the city need pedestrian safety improvements. This project will reduce pedestrian exposure to traffic with installation of pedestrian hybrid beacons (HAWK) signals at these 2 locations. This is a CA project with the City of Tucson. Staff - $20K |
