| 26. JUSTIFICATION |
| This project was originally scoped as two projects. When the projects were programed in the same FY, the projects were combined into one project for constructability and economy of scale. The budget from one project was inadvertently not added when the projects were combined. This request funds the scope as originally intended. ICAP included in request. |
