| 26. JUSTIFICATION |
| The project`s initial scope entailed milling and replacing asphaltic concrete on I-40 from A-1 Mountain Road to the I-17 System Traffic Interchange (TI), including all associated ramps and crossroads. To consolidate work within these same limits, the scope of Project F0772 is being added to this pavement rehabilitation project to include the replacement of the Riordan Bridges. To address localized deterioration on the bridge deck, a transition to CMAR delivery is being made to facilitate necessary immediate work. A budget increase is requested to fund interim deck spot remediation and the installation of structural falsework. This targeted construction will structurally secure the hole in the deck and erect temporary support framing underneath. These critical measures will stabilize the structure and keep the bridge safely operational until the full replacement work begins. A budget increase of $53.94 million is requested. This total includes $53.00 million to add the Project F0772 bridge replacement scope and $940,000 for the interim deck spot remediation and structural falsework. Change the type of work to "Pavement Rehabilitation & Replace Bridge". |

| The Planning Level Scoping (PLS) document completed in September 2023 identifies milling asphaltic concrete from the mainline travel lanes and shoulders and replacing with stone matrix asphalt (SMA). The PLS also identifies mill and replace on ramps with SMA and on crossroads with AC-EP, for the traffic interchanges of: *I-17 / A-1 Mountain Rd *I-17 / SB-40 *I-17 / Flagstaff Ranch Rd Additional improvements include guardrail and fence replacement; drainage improvements; and bridge deck repair at 4 structures: *Flagstaff Ranch TI OP WB (Str No. 02020) *Flagstaff Ranch TI OP EB (Str No. 02027) *Woody Mountain Rd UP EB (Str No. 01132) *Woody Mountain Rd UP WB (Str No. 01133) Construction for this project is currently shown in FY 28 in the Tentative FY 26 - FY 30 Five Year Program.
