| 26. JUSTIFICATION |
| A Road Safety Assessment (RSA) is the formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. It qualitatively estimates and reports on potential road safety issues and identifies opportunities for improvements in safety for all road users. The RSA program was identified in Arizona`s Strategic Highway Safety Plan (SHSP) as a proactive safety improvement tool to reduce fatalities and serious injuries on all public roads. For FY24, we will need to hire consultants to conduct ramp and passing zone RSAs for 10 locations and 5 independent RSAs. In addition, Staff will do 35 RSAs based on the network screen report. |
