| 26. JUSTIFICATION |
| This is a life extension project. There are Environmental delays due to rare biological species, and project will need to be moved to Quarter 4. Pavement Treatment changed to avoid limitations on paving window which overlapped with breeding season. Project cost exceeds project budget and needs 1.2M of additional funds. |
