| 26. JUSTIFICATION |
| After a Field review, the team decided to do a test section of SMA on the EB segment of the project. The team will assess and evaluate the long term cost effectiveness of SMA, compared to the Bonded Overlay on the WB lanes. Use of the SMA increased the cost of the project, however, a part of the test section analysis will be evaluating whether a better value from a longer life expectancy of the SMA versus Bonded Overlay will be realized based on the current condition of this segment of I-8. ICAP is included in this request. |

| The Department wants to use a test section of Stone Matrix Asphalt (SMA) on the eastbound lanes within the project limits. The westbound lanes will keep the original type of work of Mill and Replace with Bonded Overlay and Partial Rehab. Change the type of work to: "R&R FC WITH BONDED OVERLAY & SMA + PARTIAL REHAB". |
