26. JUSTIFICATION |
Funding is requested to cover payroll rejects, staff time due to challenges in completing final design and consultant use not initially anticipated. Design challenges that resulted in higher than originally estimated design hours include adding a retaining wall to eliminate the need for new right-of-way, redesigning traffic control to eliminate temporary construction easements, and more complex drainage design required to avoid utility impacts identified after the completion of the Subsurface Utility Engineering (SUE). Additionally, costs for roundabout design and environmental support were higher than were originally estimated and the need for the SUE was not identified when the project was established. Funds are also needed to complete Historic American Engineering Record (HAER) documentation and flagging of cultural sites prior to construction. HAER documentation is required per the Statewide Section 106 Programmatic Agreement for Federal-Aid Projects since US 191, SR 75, and SR 78 are deemed as eligible historical roadways and the project was deemed to have an adverse impact due to the change in the roadway alignments. Request guidance for FY Deferral and Increased Construction Budget |
26. JUSTIFICATION |
The team is recommending deferring this project to a future fiscal year and increasing construction funding. Stage III design revealed the need for new right-of-way and temporary construction easements which were not initially thought to be needed. Obtaining clearances before the end of the fiscal year is not feasible. The Stage III estimate is $4,805,400; an additional $2,275,000 is needed in order to account for an increase in unit prices, unidentified items, right-of-way and utility costs that were not accounted for or were underestimated. |
