| 26. JUSTIFICATION |
| The Design budget of the bridge replacement project was approved at PRB on 5/11/21. The project was advertised to select a design consultant in July, 2021. While preparing the DICE estimate for PRB approval in May, 2021, there were design items missed in the design estimate calculations. Examples of overlooked items are: additional geotechnical investigation due to anticipation of the variable depth to bedrocks, 2 borings at each substructure instead of 1, also seismic lines to map bedrock transversely, Traffic plan and survey aerial mapping to capture the limits along I-17 for MOT crossovers and to capture the limits along the crossroads that could be impacted by the alignment shift, associated field survey to set ground panels, field survey for project features, intersections, roundabouts etc. Also, the team agreed to add a Stage I (15pct) design submittal to evaluate the horizonal alignment alternatives, selecting the span options for selected horizontal alignment, evaluate the MOT concepts. The cost of the Stage I submittal was not included in the design cost estimate. The ADOT team evaluated the cost proposal submitted by the design consultant and provided comments to reduce costs in a few items. The team agreed that the final cost proposal provided by the consultant was appropriate. Staff: $5K Consultant: $794K ICAP: $86K |

| Based on the recommendation from the bridge group, a decision was made for complete replacement of the bridge. The scoping memo will address the type of bridge to be selected which was not originally accounted for. Supplemental survey will be performed by the consultant to provide additional shots for the existing bridges, edges of the pavement, right of way monuments, section corners etc. A subconsultant will be hired to perform the base mapping for the project. Additionally geotechnical work performed by a sub consultant will include borings on the bridge, coring for the new pavement design and the proposed I-17 median for temporary crossover, geophysical study to identify voids or layers/pockets weak rock in limestone at each abutment. | This project is replacing the 208ft X 33ft bridge with an approximately 228ft X 44ft new bridge. The estimate includes cost for the roadway and ramp improvements necessary to facilitate the bridge replacement. The cost estimation includes the 30pct for unidentified items and 6pct for two years of cost inflation. ICAP is included in this request. Contingent on approval by PPAC, this will be included in the FY22-FY26 Five Year Program. |
