| The programmed amount was based off of the Concept of Operation`s estimate which was completed in 2020, and pre-2020 prices were used. Since then unit costs have gone up significantly for many of the items on this project. This is the main reason for the increase. Other factors include: Mobilization was underestimated, and has been increased as the rest area locations are spread out from the east side to the west side of the state. ICAP was not included in the original estimate. During design, the technology was switched from magnetometers to radar as the accuracy of the magnetometers did not meet the accuracy that is needed due to the requirements of using ATCMTD Grant funds that the project is using. This added the addition of a pole and pole foundation for each radar unit. |

| The parking detection technology was changed after the Stage III submittal from magnetometers to radar units. Other state DOT`s that are a part of the Midwest Coalition for truck parking experienced a high rate of failure of the magnetometers and the accuracy needed as required by FHWA for the use of ATCMTD funds was not met by some of the states. Radar units designed to detect truck parking availability was also used by the Midwest Coalition and has been shown to meet the required accuracy and low failure rate. The other advantage to the radar units is the maintenance required is much lower since the units are plug-and-play making them simple to replace versus needing to perform pavement coring to replace the magnetometer or its battery. The change in technology added additional work to change the plans and specifications, review time and also additional coordination. Also, requested is to move the advertisement to the 3rd quarter. | This is a 4-State project to install truck parking availability technology at multiple Rest Areas along I-10 from Houston, TX to Los Angeles, CA. The 4 States include CA, AZ, NM and TX. A grant proposal was prepared by TXDOT, with support from the other 3 states, for Federal ATCMTD (Advanced Transportation & Congestion Management Technology Deployment) Grant funds. Once selected TXDOT received $6M in Grant funds. Those funds are being dispersed to the other states via a reimbursement process. ADOT will be reimbursed $1.432M. The technology will be installed at 4 Rest Areas, both EB and WB, (8 sites total) in Arizona along I-10. Two Rest Areas are located in La Paz County and the other 2 are located in Cochise County. ATCMTD Grant Funds require a 1:1 State funds match. ADOT will be using the Rest Area Maintenance P3 contract as the in-kind match. The Scoping phase is ongoing now. This work is being done by a GEC on contract with TXDOT, and is being paid 100pct by TXDOT. | 26. JUSTIFICATION |
| This is a 4-State project to install truck parking availability technology at multiple Rest Areas along I-10 from Houston, TX to Los Angeles, CA. The 4 States include CA, AZ, NM and TX. A grant proposal was prepared by TXDOT, with support from the other 3 states, for Federal ATCMTD Grant funds. Once selected TXDOT received $6M in Grant funds. Those funds are being dispersed to the other states via a reimbursement process. ADOT will receive $1.432M. This technology will be installed at 4 Rest Areas, both EB and WB, (8 sites total) in Arizona along I-10. Two are located in La Paz County and the other 2 are located in Cochise County. The Scoping phase is ongoing now. This work is being done by a GEC on contract with TXDOT, and is being paid 100pct by TXDOT. Once the Scoping is completed each State is responsible for the design and installation of the chosen technology. |
