| 26. JUSTIFICATION |
| This 5-year post construction study was initially part of the SH628 Mohave County LED Enhanced Speed Limit Signs project which was established by Mohave County in an effort reduce vehicular speeds at various locations within the County. The 5-year post construction study will follow FHWA Report No. FHWA-SA-10-032, "A Guide to Developing Quality Crash Modification Factors" to collect traffic data and submit the results for the development of safety performance functions and crash modification factors.
