26. JUSTIFICATION

This is an AZ SMART Application requesting Engineering services to do a Project Assessment in the County 100k+ category. Navajo County intends to submit a Local and Regional Project Assistance (RAISE) grant application in the 2025 round to complete design and construct improvements to the sidewalk, bicycle lane, and multi-use paths to make walking and biking to school safer and easier. The two schools and locations are located in Heber.
