Increase budget

26. JUSTIFICATION

This project was previously advertised, and all bids were rejected. the Design Team re-evaluated the project focusing on performance based practical design. This resulted in eliminating the concrete path underneath the trail, reducing the retaining wall height and length, adding additional riprap to address offsite flow, changing the inlet type to avoid minor drainage blockage and revising the pavement structural section. Although the current construction costs increased, this approach provides improved long term value. ICAP is included in this request.

Increase budget

26. JUSTIFICATION

The design team found out that the final construction budget needed was higher than expected after completing the Stage IV PS&E. This was due to the high unit costs of pavement, concrete, and excavation, etc. The ADOT U&RR Group will give conditional clearance by the end of April based on the latest CenturyLink/Lumen relocation work schedule, which should be finished by the first week of June. ICAP is included in this request.

The project feasibility study was completed in November of 2015. The project will involve construction of one additional lane in each direction on SR 69 from west of Prescott Lake Parkway to Frontier Village, east of Yavapai Connector. Construction project is programmed in FY21 in the Tentative Five-Year Program. The JPA was executed with Yavapai County, City of Prescott, Yavapai County Flood Control District and CYMPO. Local funds for design cost are committed in FY18. Additional design funds will be needed. The amount of additional funds will be determined once the initial design footprint is identified, utility relocation and ROW needs are evaluated and other project discovery has occurred. Consultant - $778k Staff - $130k ICAP - $92k
