| 26. JUSTIFICATION |
| This project is to convert HPS lighting to LED. The programmed amount is incorrect. The initial estimate was based on a high level overview without field verifications or a detail breakdown. The majority of the fixtures required for the project are high mast, high-powered luminaires. The current estimate takes into account this type of lighting and its higher unit prices. Traffic Control and Construction Engineering were underestimated. In addition, the repair of existing conductors and modifying high mast lowering rings were added to the scope of work. ICAP is included in this request. |

| This project is to convert from HPS Lighting to LED Lighting. The initial scoping estimate was higher than what was inadvertently programmed for the budget. Since the initial estimate, unit prices for the LED lighting fixtures have increased. This requested budget increase will account for these two items. ICAP is included in this request. |
