| 26. JUSTIFICATION |
| This pavement rehabilitation project is located between the Towns of Pima and Thatcher in Graham County on US 70, Milepost 330.20 to Milepost 335.59. The project includes a 2.5-inch mill and replace of asphaltic concrete pavement on US 70 in addition to replacement of guardrail and terminals, fencing, reconstruction of driveways and turnouts, ADA improvements, and new pavement markings and signage. This request is to advance the project from FY 30 to FY 26. ICAP is included in the request. |

| This request is to establish the design phase in Fiscal Year 2024 for a pavement rehabilitation project on US 70 from milepost 330 to 335. Construction is currently scheduled in FY28 in the FY25 - FY29 Tentative Program. |
