| original project estimate did not include construction of temporary (detour) crossovers which are required due to the depth of roadway reconstruction. In addition, the construction cost estimate has increased due to the incorporation of Stone Matrix Asphalt (SMA) mix into the project. ICAP is included in the request. |

| 26. JUSTIFICATION |
| Request for increase in budget. The original estimate did not include design of temporary (detour) crossovers which are required due to the depth of roadway reconstruction and condition of the roadway, and for constructability. The work required additional survey, pavement design, traffic phasing design, and roadway design along with additional project management. Additional staff hours are also needed to delete Asphalt Rubber - Asphaltic Concrete Friction Course (AR-ACFC) and to incorporate Stone Matrix Asphalt (SMA) mix into the project. Request to defer the advertisement of the project from FY24 2nd Quarter to FY24 3rd Quarter. Staff - $98K ICAP - $11K |

| The original estimate developed for project programming did not account for subgrade repairs required to correct areas of pavement swelling. Additional funding is also needed to appropriately account for project contingencies and year of expenditure costs. ICAP is included in this request. Contingent upon PPAC approval, this will be included in the FY22-FY26 Five Year Program. |
