| This project is for scoping and design to improve existing roads, trails, and recreation sites at Seneca Lake which is located on the San Carlos Reservation. The Community previously requested to administer design and this request was approved in PPAC on 7/2/2024. The Community has since requested ADOT to administer design. The project is funded through the federal Transportation Alternatives (TA) program. There is no match requirement for funding. Consultant: $246K |

| 26. JUSTIFICATION |
| The San Carlos Apache Tribe has elected to administer this project and are coordinating with the Bureau of Indian Affairs to receive the funds via a pass through. This project is funded by the Transportation Alternatives program and is programmed in Fiscal Year 24. The project needs to be moved Fiscal Year 25 to allow the San Carlos Apache Tribe to continue coordinating with BIA and the TA funding being available in FY25 to transfer to BIA. |
