Correct Programming Error

26. JUSTIFICATION

The FY21 approved budget is sufficient for ROW acquisition. An inadvertent duplication of funds was placed in FY22 and the duplication did not decrease funds from the $28M GF allocation for the US 95 roadway segment. There is no funding to decrease from the project. This action deletes the entry error.

26. JUSTIFICATION

The original scope was approved based upon the use of 30pct plans previously prepared by ADOT in 2011. Out of scope work was requested by ADOT and additional effort beyond that in the approved scope is required in the following areas: Environmental: - Ethnographic study for US 95 roadway to mitigate adverse effects related to the historical significance of the route. - Additional consultation and review submittals of CE and cultural documents. Engineering: - WMIDD Siphon - Originally proposed to be extended in place; two alternatives were prepared requiring extensive research and coordination with Wellton Mohawk Irrigation district. Ultimately construction drawings and details will be prepared for full replacement of the siphon in a relocated crossing of US 95. - Extensive design refinements to minimize ROW needs and UPRR impacts. Avoided time-consuming effort with UPRR by redesigning features adjacent to the RR ROW. -Extensive out of scope hydrologic evaluation and alternatives comparison resulting in re-design and adding numerous culvert crossings to mitigate RR ROW and roadway flooding. Admin: - Discovery of above additional items required additional administrative time and meetings. Staff: $50K Consultant: $612K ICAP: $71K
