| This project was advertised on 6/16/22 and bids were opened on 7/22/22. There were no bidders. The project was re-advertised on 3/15/23 and bids were opened on 6/16/23. The lowest bid was substantially higher than the department`s estimate and Pinal County requested that the Transportation Board reject all bids. The County has decided to not move forward with this project using Federal Aid. Pinal County has indicated that their intent is to construct the project on their own. MAG TIP ID: PNL22-802 |

| 26. JUSTIFICATION |
| The scope of the project has been changed from installing HAWK signal at the intersection of Kings Ranch Road and Sunrise Sky Blvd. to installing Rapid Rectangular Flashing Beacon (RRFB) signal due to lower pedestrian counts crossing the street than initially estimated. Additional funding is needed for ADOT staff and the consultant to complete a cultural resources literature review and if necessary, a Monitoring and Discovery Plan for the project footprint. With the change in scope, a new project Eligibility letter was written. The overall outcome was a decrease in total project funding, the majority of which was in the construction phase. While the design phase budget increased for the reasons stated herein. Furthermore, this request will account for staff time for the district that was not included in the initial estimate. | This project was initially the installation of a HAWK Signal at the intersection of Kings Ranch Road and Sunrise Sky Blvd, for the programmed amount. During the site visit, the need for a Hybrid Beacon Signal was discussed due to the low volume of pedestrian crossings. The District and the design team recommended changing the installation of a Hybrid Beacon Signal to a Rapid Rectangular Flashing Beacon (RRFB). Changing the scope reduced the cost of the construction amount for the project. This project is included in the Highway Safety Improvement Program (HSIP). MAG TIP ID: PNL22-802 |
