Increase Budget.
26. JUSTIFICATION
The project team has identified a new and shorter alignment north-east of the existing bridge to construct the project within the programmed construction budget. This proposed alignment with some design exceptions, will reduce the length of the proposed Union Pacific Railroad (UPRR) bridge and avoid drainage impacts on the upstream of the Walnut Wash. This allows an in-kind replacement of the Walnut Wash box culvert. This request includes consultant efforts for additional geotechnical investigations and design revisions. The realignment of US 191 will also require additional staff coordination efforts. Consultant: $1,429K Staff: $106K ICAP: $165K

26. JUSTIFICATION
Additional Construction Funding is needed for the following reasons: -Current construction program amount was based on stage II estimate prepared prior to the completion of the geotechnical investigation. To address the major settlement issues per completed geotechnical investigation at stage III,lightweight embankment fill with MSE walls(74,000 SQFT) is required throughout the project. -The post stage IV(current) construction estimate also reflects current market price. ICAP is included in the request.

Additional design funding is needed for the reasons: - Per previous study, a box culvert was anticipated at Walnut Wash. After completing the scoping and geotechnical investigation it was determined that a bridge and lightweight embankment fill with MSE walls is required due to major settlement issues. - To comply with the Union Pacific Railroad`s requirements, a longer span bridge is required over the railroad. - Maintenance access routes will be needed from US 191 for the railroad which were identified during scoping. - Realignment of US 191 is necessary for the project site conditions which have required additional coordination efforts by ADOT Utility-Railroad and Right of Way ADOT/consultant staff. Additional design funding is needed for the following reasons: Instead of a box culvert, a bridge was recommended over Walnut Wash to address major settlement issue. To comply with the Union Pacific Railroad`s requirement, design of a longer span bridge over the railroad is needed. Additionally,it has been determined that maintenance access routes will be needed from US 191 to the railroad. Based on stage II plans , ADOT Utility & Railroad and Right of Way sections have requested additional staff hours for coordination. Consultant: $377K Staff: $75K ICAP: $48K

A Design Concept Report(DCR) was completed in 2001. An oversize load study was also completed in 2013 by ADOT MPD. In accordance with the DCR and load study, the 28 ft. wide Cochise railroad overpass needs to be replaced with a 44ft. wide overpass, along with realigning the approaches and other drainage improvements.
