The pre-scoping document was completed in January 2020 and estimated the construction costs as $9M. C&S reviewed the estimate in February 2021. Unit prices, primarily for the pavement items, were underestimated in the 2020 pre-scoping document. The ICAP was incorrectly calculated as 1.02pct instead of 9.9pct. A 6pct increase for the year of expenditure was not factored into the pre-scoping document. ICAP is included in this request. Contingent upon PPAC approval, this will be included in the FY22-FY26 Five-Year Program. |
