| 26. JUSTIFICATION |
| On September 16, 2026, significant monsoon rains in the vicinity of Dennehotso, AZ resulted in a 60+ foot long by 40 foot wide subsurface erosion that caused US 160 to collapse into the voice created by the eroded material. This has resulted in US 160 being closed in both directions at this location with a 250 mile round trip detour for the residents of the Dennehotso community. This request is for an emergency procurement contract to repair the erosion, install 2 - 36" corrugated metal pipes at the site of the erosion, repair the erosion damage, and repave the road, as well as for labor, equipment, and materials provided by ADOT during the initial response.
