26. JUSTIFICATION
Originally this Willow Creek Bridge No.3 EB (Str # 1594) on I-40 over Willow Creek project was programmed as a Bridge Rehabilitation project and the estimate developed for programming used a price per square foot of bridge deck. At the completion of scoping, it was recommended that the scope of this project should be a complete bridge replacement. This request is based on the latest construction cost estimate which includes contingency for unidentified items, cost for year of expenditure and ICAP. ICAP is included in this request. Contingent on PPAC approval, this will be included in the FY22-FY26 Five Year Program.

The proposed work consists of removing the existing bridge, stub-abutments, piers, and superstructure, and replacing with new bridge foundations, abutments, piers and superstructure. The Final PA recommended a new two-span precast-pre-stressed concrete girder bridge. The SOW includes shifting the I-40 roadway alignment slightly to the south of the existing alignment and constructing approximately 2,200-LF of I-40. Consultant = 707K Staff = 79K ICAP = 78K
