Add Scope and Increase Budget.
26. JUSTIFICATION
Originally, the plan was to use a separate procurement contract under project H799312C, for the demolition of properties within parcels 8-1954 and 8-1955. Acquisition of the subject parcels took longer than anticipated. Additionally, the ADOT Right of Way Section anticipated delays in the procurement of a demolition contractor. Thus, the completion of the actual demolition work could potentially delay the W Kingman TI Construction advertisement (H799301C) planned in December. The project team has decided it is in the best interest of the project to add the scope and budget of the demolition project (H799312C) into W Kingman TI construction project (H799301C). ICAP is included in the request.

Additional staff hours are needed for the following : -Roadway design revisions were needed per stage III comments and during review of the design exceptions. -Review and update of the 2020 approved change of Access Report. -Roadway Drainage and Hydraulics reports required additional revisions than originally anticipated. -Bridge design hours were underestimated for the noise wall designs. Additional Consultant services are needed for the following: - Additional design and coordination tasks for adjustments of utility relocation work due cultural sites and minor design revisions. - Investigation, data recovery and monitoring are needed at three additional cultural sites conflicting with utility relocations work. -Additional lighting modeling was needed due to revisions of ramps and bridges -Additional compliance review and coordination meeting is needed to ensure consistency between various project documents. Project is scheduled to be advertised in FY24,Q2. Staff: $293K Consultant: $250K ICAP: $57K

Additional scope items were identified and were added to the project: 1) 700 foot acceleration lane on NB US93 2) Approximately 2 miles of noise walls are needed along I-40 west of Stockton Hill Rd TI per noise report 3) Additional public outreach efforts for noise walls 4) Design exceptions are needed for horizontal stopping sight distance 5) Additional environmental tasks for cultural survey, data recover, 404 Individual Permit and biology Additional funding is also required due to originally underestimated tasks at project initiation for the following: utility coordination, environmental tasks, right of way coordination, bridge and roadway design hours and project management hours. This request is based upon the pre-Stage III construction estimate. This reflects the updated quantities, updated unit prices, and additional scope elements: extending the NB acceleration lane by 700` and noise walls. Roadway excavation and concrete elements were underestimated and had low unit prices. This request will better align the program with the estimated costs. ICAP is included in this request. These changes will be placed in the FY23 - FY27 Five Year Program.

Additional funding is required for design phase tasks that were originally underestimated and not updated when the design was revised from consultant to staff. Underestimated consultant tasks include the geotechnical investigation, right of way plans and appraisals, value engineering study, and environmental assessment. Design hours from staff for bridge design and roadway design were also originally underestimated. This request is for funding needed through FY 2022. Add additional funds for consultants for engineering and environmental tasks. Engineering: +$13K, Original scope did not include a weaving analysis of traffic on Beale St. to be used to develop an interim solution. Traffic data was collected by MPD, and the analysis was requested by ADOT Regional Traffic. Environmental: +$10K, Original scope anticipated 2 cultural resource sites, and ten sites were found. Additional funds are requested to record, research and include the additional 8 sites to the Environmental Document. ICAP: +$2K

25. DESCRIPTION OF REQUEST
I-40/US 93 West Kingman TI Final Feasibility Report (Project No. 040 MO 48 H732301L) has recently been completed. This Feasibility Report recommended two alternative corridors to be carried forward for Design Concept & Environmental Studies (NEPA). These alternatives would provide system-to-system connection between I-40 and US 93. However, funding has not been secured for the proposed Design Concept & Environmental Studies. This request is for programming the proposed Design Concept & Environmental Studies in the FY 2010 Construction Program with a budget of $910,000 from an I-17 DCR project which is currently in progress (I-17, Jct. SR 179 to I-40; TRACS H696001L, Underway Budget). These funds ($910,000) were previously planned for supporting an adjacent I-17 DCR project (H758701L; I-17, Cordes Jct. to SR 179 TI) which was cancelled during the advertisement process in September 2008.
26. JUSTIFICATION
The need for a system-to-system connection between I-40 and US 93 was identified by several studies beginning in the mid-1990s. Details of these studies are summarized in the Feasibility Report. The current TI (Beale Street TI) is a conventional diamond interchange controlled by signals at the ramps. During peak travel times, westbound I-40 to northbound US 93 traffic experiences frequent congestion. Traffic backup extends onto I-40 mainline and adversely impacts I-40 mainline traffic operations. Trucks traveling between I-40 and Las Vegas area that are now required to detour via SR 68/SR 163/US 95 are expected to travel through Beale Street TI with the completion of Hoover Dam Bypass. As traffic volume continues to increase on US 93, system-to-system connection between I-40 and US 93 become even more critical. The Feasibility Report recommended advancing the next step in project development. The proposed Design Concept & Environmental Studies would identify the preferred alternative, complete a full environmental analysis under NEPA, and provide a realistic project cost.
