25. DESCRIPTION OF REQUEST
Increase Construction Budget, Change Type of Work.
26. JUSTIFICATION
During the project scoping phase, it was concluded that a passing lane would not improve safety at this location because there are multiple crossroads and driveways within the project area. Instead, a Two-Way Left Turn Lane was identified as the preferred alternative, effectively meeting the project`s safety goals. The new type of work is: Two-Way Left Turn Lane. The original planning estimate was developed in 2023. During development, it was determined that no adjustments had been made to account for rising unit costs for items such as pavement removal, roadway excavation, aggregate base, asphaltic concrete, and pavement markings. Additional funding is necessary to cover these higher unit costs. Furthermore, the initial budget for traffic control items was insufficient. ICAP is included in this request.

The consultant cost for this project that will install a 1.7 Mile Long SB Passing Lane on SR 89 near Paulden, AZ, came in above the anticipated amount. Adding additional funds for ADOT Staff. Project uses HRRR Funding. Staff: $14K Consultant: $70K ICAP: $9K
