| 26. JUSTIFICATION |
| This request is to increase the project budget to account for additional required poles as identified by photometric analysis and to avoid subsurface utility conflicts, as well as increased unit costs of materials. Also included in this request is to change the beginning milepost to 333.1, resulting in a new project length of 0.9 miles. |

| Project was originally scheduled to deliver in FY 26 Q3, but due to delays in receiving SUE files from the on-call consultant, and additional time required to draft the utility service agreement with NEC, the project will not be ready until mid FY 26 Q4. |

| Project will not be ready to advertise in FY25. Design team experienced several-month delay in obtaining needed survey deliverables due to limited resources, and additional delays in the design process due to having to convert from solar-powered lighting to electricity-powered. |
