| The initial project budget was based on high-level estimates for pavement and median improvements. Neither individual quantities nor unit prices were developed and documented to support the high level estimate. During the projects development, the design team realized that the project budget was inadequate to cover the cost of the scope of the project ICAP is included in this request |
