| 26. JUSTIFICATION |
| The purpose of this project is to provide connectivity from the proposed second international port-of-entry (IPOE) near Douglas to the state highway system (SR 80). The existing IPOE would remain in place to handle pedestrians, buses,and light vehicles. This modification is based on the need to conduct a Regional Air Quality Analysis and provide for Interim Connector Road Plans and associated additional costs for coordination with stakeholders and ADOT team regarding alternate development. Consultant = $162K ($161,099.96) ICAP (10.7pct) = $18K ($17,237.70) |

| 26. JUSTIFICATION |
| The purpose of this project is to provide connectivity from the proposed second international port-of-entry (IPOE) near Douglas to the state highway system (SR 80). The existing IPOE would remain in place to handle pedestrians, buses, and light vehicles. This request is for additional funding for Environmental Field Work and Drainage Modeling associated with the evaluation of a potential round-a-bout on the north side of the GSA IPOE and the preliminary design and evaluation of a service roadway located on the east side of the GSA IPOE. Also additional hours for the public hearing for our public involvement firm which was not included in the original scope of work. Consultant = $70K ($69,506) Staff = $58K ($57,305) ICAP = $14K |
