| 26. JUSTIFICATION |
| During the Project Assessment (PA) process, the design scope was refined to address critical technical needs without increasing the overall fee due to local budget limitations. There are additional drainage evaluations (43 crossings vs. 15 originally), drainage studies, and analysis of 124 extra drainage locations. extra coordination and meetings required to define ROW and easement needs. Environmental limits expanded to include 32 drainage easements, and five priority roadway improvement sites were identified for Cochise County. The final design limits were revised to focus on Priority Segment 1 - north of garden creek wash (Moson Road, Sta 292+00�313+65) The Construction project will be programmed in FY27 in the Sierra Vista MPO TIP due to local ROW schedule. Request project name to be changed from "Moson Road; SR 90 - Hereford Rd" to "Moson Rd; N of Garden Creek Wash" to align with revised project limits. The type of work is changed from "Corridor Improvement" to "Spot Improvement." |

| The project pre-scoping study was completed in August of 2022. The Corridor improvements to the roadway may include but are not limited to: roadway widening, drainage mitigation, safety and turning movement reconstruction with its full depth pavement section, for the Moson Road corridor from MP 0 (Hereford Rd) to approximately MP 7.8 (Hwy 90) Construction project is programmed in FY26 in the Sierra Vista MPO TIP. The JPA will be on Cochise county Council meeting on June 6, 2023. Additional design funds might be needed. The amount of additional funds will be determined once the initial design footprint is identified, utility relocation and ROW needs are evaluated and other project discovery has occurred.
