Increase budget. Change scope.
26. JUSTIFICATION
Based on the results of traffic analysis, a desired level of service will be achieved using a parclo TI instead of a SPUI TI. The SPUI TI will not achieve the desired level of service which was identified in the DCR. The increase in design budget will compensate the consultant and address the staff charges for the work associated with the change in scope.

26. JUSTIFICATION
Funding programmed for design is required to procure a consultant for the purpose of completing final design; producing exhibits for public outreach and for the purpose of acquiring TCE and R/W; securing NEPA approval; and coordinating and assisting with drafting and establishing utility agreements, as necessary, for this project. The consultant will be initially tasked with verifying the desired level of service will be achieved by implementing the preferred alternative which was identified in the DCR, that was completed in 2012, using traffic volumes from the most recent PAG regional traffic model. Consultant = $4638K ICAP = $487K

Establish a new design project
26. JUSTIFICATION
The Design Concept Report (DCR) was completed in August of 2012. The project will reconstruct the existing diamond TI at Irvington Road. Other improvements include retaining walls, sound barriers, signing and pavement markings, drainage facilities, and freeway lighting and other Intelligent Transportation System (ITS) infrastructure as needed. Construction project is programmed in FY24 in the Five-Year Program. Programmed design funds will be obligated once the initial design footprint is identified, utility relocation and ROW needs are evaluated and other project discovery has occurred. Consultant - $1510k Staff - $216k ICAP - $182k

At it`s meeting on May 26, 2021, PAG Regional Council will consider for approval an amendment that will defer the construction project from FY23 to FY25 as well as decrease the budget. The construction project may be under funded due to fiscal constraint. Additional funding may be needed in future Fiscal years. Contingent upon PPAC approval, this will be included in the FY22 - FY26 Five Year program.
