| 26. JUSTIFICATION |
| The scope of this Pavement Project entailed milling the existing surface and placing a Polymer Modified Asphalt Rubber (PMAR) Cape Seal, along with targeted spot improvements, from Snake Butte (MP 393.5) to Second Mesa (MP 406.04). However, because a chip seal was recently placed on that specific roadway segment, the project limits are being shifted. The revised project limits are Tes Toh Wash (MP 384.40) to Snake Butte (MP 393.50). Change project limits to "MP 384.40 - MP 393.50". The new project length is 9.1 miles.
