| 26. JUSTIFICATION |
| This new project will use legislative appropriation funds reserved for the US 95 corridor. The project will consist of reconstructing US 95 from an existing 2-lane highway to a 4-lane divided highway in the vicinity of the Yuma Proving Grounds. The two directions of travel will be separated by an open median as depicted in the 2006 Design Concept Report. The project will include a preliminary design update, final design services, ROW development, Utility Coordination and an Environmental Assessment Re-Evaluation.
