| 26. JUSTIFICATION |
| Although the project design is approaching the Stage IV (95 pct design) stage, the Coronado National Forest (CNF), who is the underlying landowner, has requested additional time of at least six months to provide the environmental clearance for the geotechnical investigation and utility potholing. This request is to change the construction FY from FY24 to FY25. This is a legislative project from HB 2858, appropriated directly to State Parks. |

| This Project is to address the flood issue at the main entrance of Catalina State Park that blocks the campers from entering the camp site or exiting the park by constructing a crossing and improving the drainage. Consultant will provide design alternatives, perform survey, geotechnical, hydraulics and drainage analysis to support the selected alternative by the team and move it forward to final design. This is a legislative project from HB 2858, appropriated directly to State Parks. Consultant: $1450K |
