| 26. JUSTIFICATION |
| The request is for the design of four lane divided highway from the existing two lane highway. The project limit is 3.5 miles and includes design of two bridges over Cane Springs. The project is anticipated to require design of numerous drainage crossings (pipe culverts) and details, earthwork cross sections and calculations. The project`s Final Design Concept Report (DCR) and Final Environmental Assessment (EA) were prepared in 2001, thus Final Design will include preparing updated reports including traffic, hydrology, environmental re-evaluations etc. The consultant estimate includes ADOT on-call tasks, including Value Engineering.
