| 26. JUSTIFICATION |
| This project will install Flashing Yellow Arrow (FYA) traffic signals at three intersections in the City of Yuma. The City of Yuma identified the need to upgrade the existing cabinets at all three locations which will require relocating or adjusting the APS meters. The City requires more time before it can complete this work. |
