Increase Budget.

26. JUSTIFICATION

The additional funding is required as the project construction cost was estimated prior to Stage IV in April, 2022 and the construction materials cost have increased since that time. The cost of both temporary traffic control and permanent regulatory signs, as well as the unit price of asphalt materials, binders, pavement marking, mobilization and seeding are the most notable increases for this project. ICAP is included in this request.

Defer Project to FY23 Increase Budget

26. JUSTIFICATION

Due to the time required to complete the cultural investigation for the construction, the project team is recommending the project advertisement be deferred to FY 23. The initial construction cost estimation was based on pre-scoping level. After the Stage III submission, the construction cost increased due to Specialty Signs, Barricades, Portable Sign Stands, Warning Lights, Traffic Cones, Embedded Sign Posts, TMAs and Temporary Signs not being itemized in the traffic control estimate, prior to Stage III, since traffic control was based on a lump sum of 4pct of initial roadway cost. The Pavement Markings, Pavement Legends, Pavement Symbols, Slip Bases, Sign Posts, Sign Panels and Object Markers were not itemized prior to Stage III in the signing and striping estimate, since signing and striping was based on a lump sum of 4pct of initial roadway cost. In addition, the below the line items of CE cost, post design were estimated too low. ICAP is included in this request.

That estimate was developed using a unit cost per intersection model, which did not reflect actual project costs. A updated estimate was developed, using an itemized cost breakdown, which reflects actual project costs. ICAP is included in this request. Contingent upon PPAC approval, this will be included in the FY22-FY26 Five Year Program.
