26. JUSTIFICATION |
The estimate used for programming was originally prepared in 2016 and updated in 2019. The 2019 estimate did not include contingency for unidentified items and cost for the year of expenditure. The updated construction estimate for FY23 includes contingency for unidentified items and cost for the year of expenditure. ICAP is included in this request. Contingent upon PPAC approval, this will be included in the FY22 - FY26 Five Year Program. |

Establish new design project. |

As per the Pavement Management performance measure completed in 2019, the existing pavement has experienced distress cracking and is in substandard condition. The project will rehabilitate the existing pavement as recommended in the Planning Level Pre-scoping document. The design of this ADOT in-house project is programmed in FY21 with construction programmed in FY23. Staff: $267K Consultant: $70K ICAP: $33K |
