Change of Scope Change project Name

26. JUSTIFICATION

The City of Phoenix has requested a change in scope to reduce the number of intersection upgrades from 13 to 5. Due to overlapping projects and recent construction cost escalations, the city is requesting a reduction in scope to align with the available funding. Change project name to , "VARIOUS LOCATIONS, CITY OF PHOENIX".
