| 26. JUSTIFICATION |
| The team is recommending to separate the project into three individual projects, one for each intersection. These are State (F0271), Town of Gilbert (T0445) and Town of Queen Creek (T0446) intersections, as the local intersections are not on ADOT system. The revised scope of work also incorporates a request by the Town of Cave Creek to remove their portion of work from this project. The three projects will be advertised together under one contract. ICAP is included in this request. |

| 26. JUSTIFICATION |
| The increased construction cost is due to the higher cost of construction materials. The construction estimate was based on the initial eligibility letter, which was issued in 2018. A new eligibility letter was issued on March 29, 2023. The scope of the project was changed due to the removal of the City of Cave Creek. The City of Cave Creek is not willing to provide additional funding for the construction. ICAP is included in this request. |
