| 26. JUSTIFICATION |
| Flagstaff was awarded a $19M federal RAISE grant to construct safety and multimodal improvements on Butler Avenue and Fourth Street and is a Direct Recipient. Flagstaff was also awarded $2,927,990 from AZ SMART as match on the federal grant. The project is being established to facilitate reimbursements from AZ SMART; ADOT is not expected to have any other administrative involvement with the project. The City will work directly with FHWA to obligate the federal grant, administer the project and request reimbursements under the federal grant. |
