Off-Highway Vehicle (OHV) Decal
An OHV decal is required for lawful Arizona off-highway operation on public lands of any all-terrain vehicle (ATV) or off-highway vehicle (OHV) that meets the following criteria:
- Is designed by the manufacturer primarily for travel over unimproved terrain
- Has an unladen weight of 2,500 lbs. or less
- Declared usage of 'Exclusively Off-Highway', 'Primarily Off-Highway' or 'Primarily On-Highway' on the Off-Highway Vehicle Decal Application, form #96-0572, or verbally if renewing

Exclusively Off-Highway - No Maintained Road Use
- The vehicle will be used off-road at all times, therefore, the vehicle is issued an Off-Road plate and no yearly registration is issued
- No class of driver license is required to operate the vehicle
Primarily Off-Highway - Some Maintained Road Use
- The vehicle will be used mostly off-road, but occasionally used on-road
- Is issued a small-sized Motorcycle plate
- Qualifies for reduced VLT of $3.00
- Exempt from the Registration fee
- Pays the Air Quality Fee and Air Quality Compliance Fee
- Insurance is required
- Any class of license is required to operate the vehicle
Primarily On-Highway - Maintained Road Use
- The vehicle will be used mostly on-road, but occasionally used off-road
- Is issued a small-sized Motorcycle plate
- Normal registration fees will apply
- Insurance is required
- Any class of license is required to operate the vehicle
Off Highway Vehicles (ATV or UTV) Over 2500 lbs Unladen Weight
All Terrain Vehicle with an unladen weight of 2501 or more pounds do not qualify for an OHV decal. Note: The unladen weight will be taken from the MCO if applicable.
- Current records will retain the established unladen weight unless the customer requests to update it

Customer may elect to either have a title only or register the vehicle for highway use. |
For highway use the following applies:
- Must complete a Highway Use Certificate, form #96-0371
- Is issued a small-sized Motorcycle plate
- Normal registration fees will apply
- Insurance is required
- Applicable class of license is required to operate the vehicle

The OHV decal may be issued by the Division and online at AZ MVD Now. Upon initial issuance or a change in the usage of the vehicle, the customer must complete an Off-Highway Vehicle Decal Application, form #96-0572. The application certifies the following to determine what type of plate will be issued and if any Vehicle License Tax reduction is applicable:
- The vehicle type
- The vehicle usage
- The Vehicle Equipment section certifies the vehicle is properly equipped for either primarily off-highway or primarily on-highway use
The decal is issued on a registration form with tab. The decal/tab will be placed in the upper left corner of the plate.

Before an OHV decal may be issued, the OHV Education Course needs to be completed by one of the vehicle's owners. For more information, see OHV Education Course. |

- OHV Decals are issued in one year increments
- The OHV Decal should match the plate number of the vehicle
- The OHV decal cannot be transferred from one vehicle to another
- A renewal notice will be sent from Game and Fish, but the OHV Decal is still obtained through the Division or AZ MVD Now

- Initial or Renewal (12 months): $25.00
- Replacement (Lost, Stolen, or Destroyed): $5.00

If the owner loses both the plate and decal, the cost for replacement is $5.00 for the plate and $5.00 for the decal. |

Transferring of an OHV decal from vehicle to vehicle is no longer applicable in MAX.
If a customer has an OHV decal and they want to transfer the plate and decal to another off-road vehicle, they can transfer the plate but will have to purchase a new OHV decal.

The Arizona Game and Fish Department started a Non-Resident OHV decal program that requires non-residents to have an OHV decal to drive an off-road vehicle in Arizona, with no grace period.
