Dealer Transaction Types
This topic will provide information regarding title and/or registration variations that are specific to licensed dealers (transfer of ownership between a licensed dealer and a purchaser or between dealers).

Out-of-state dealers who are requesting title only in Arizona and do not have a valid Arizona Dealer License must follow the Title Only process. This includes completing the Title Only Certification, form #48-0107 and obtaining a Level I Inspection. |

A notary is required for forms Arizona Dealer Retail Bill of Sale, form #38-1305, Bill of Sale, form #48-2004, and Title Transfer Bill of Sale, form #38-1306 IF the notary section is on the form. We will still honor the Bill of Sale forms without a notary IF the notary section is not on the form. |

Arizona licensed dealers or dealer agents of the dealership are authorized to acknowledge signatures on title transactions for vehicles that are sold by or traded to the dealer. Completion of the assignment area by the dealer is considered the dealer's acknowledgment of the seller's signature. When a POA is submitted, the dealer or dealer agent of the dealership acknowledgment of the seller's signature on the POA replaces the notary requirement.

Arizona Titles
All eligible Arizona dealers (with the exception of a Broker, Manufacturer, and Distributor) may complete an electronic DRT when purchasing a vehicle that is titled and/or registered in Arizona. The electronic DRT assigns ownership and a paper title is not printed.
The dealer may accept a DRT from the seller when the Arizona paper title is not readily available and there is no lien on the vehicle. The dealer must complete an electronic DRT and obtain a MVR.

Separate re-assignment documents are not accepted with an Arizona paper title. The purchaser listed on the last re-assignment area must obtain title in their name or complete an electronic DRT.

Eligible Arizona dealerships may electronically record a customer to dealer and dealer to dealer vehicle reassignments of ownership through a web based service creating a DRT.
The vehicle must be titled and/or registered in Arizona in order for an Arizona dealer to process the DRT.
The DRT is a no fee dealer reassignment transaction that assigns the T&R record into the dealer's name.

If the dealer request a paper title, a $4 title fee is required.
Selling a Vehicle with a DRT
A paper title is not required to be printed prior to the following types of services when the Arizona vehicle title record is a DRT record:
- When an Arizona dealer sells the vehicle to another Arizona dealer
- DRT form is completed by the eligible dealer and printed as a result of the electronic reassignment
- When an Arizona dealer sells the vehicle to a bona fide purchaser
- The selling dealer must complete an Arizona Dealer Retail Bill of Sale, form #38-1305 and provide it to the purchaser. All additional supporting documents to the service are required
If an Arizona dealer sells a vehicle to a nonresident for the purpose of titling the vehicle in another state and the Arizona vehicle title record is a DRT record, the dealer must apply for an Arizona paper title in the name of the dealership to release ownership to the nonresident; a $4 title fee is required.
Requesting a Printed Title
After completing a reassignment in the Dealer Reassignment Transfer (DRT) system, you may reach out to an Authorized Third Party (ATP) office of your choice to request a printed title over the counter.
A properly completed T&R Application, form #96-0236 is required.

When an Arizona dealer sells a vehicle to another Arizona dealer, and the vehicle is an electronic DRT record, the dealer re-assignment is completed using a DRT. The Arizona paper title is not required; however, all supporting documents to the service are required. Once completed, the DRT record will be in the purchasing dealer's name.

Out-of-State Titles
An Arizona dealer that purchases a vehicle that is title and/or registered out-of-state may re-asisgn ownership of the vehicle using the Dealer Reassignment area on the paper title.

Separate re-assignment documents may be acceptable when the title was issued by another state or country that allows the use of a separate re-assignment document. Re-assignments from out-of-state dealers on the back of the Arizona title do not need to be notarized.

A bill of sale from the owner, as shown on the face of the paper title, to the dealer is acceptable only when the seller's signature or the notarization of the signature on the title is incomplete or incorrect and the title cannot be returned to the seller for completion.

Once the vehicle is sold to a purchaser, the dealer has 30 days to submit all the required paperwork for the T&R service before late title transfer penalty fees will be assessed to the dealership, not the purchaser.
A sale from dealer to purchaser, when the vehicle is in a DRT record, requires the following documentation:
- Arizona Dealer Retail Bill of Sale, form #38-1305 (services as transfer of ownership document)
- T&R Application (Single), form #96-0236
- Any additional supporting documentation
If an Arizona dealer sells a vehicle to a nonresident for the purpose of titling the vehicle in another state and the Arizona vehicle title record is a DRT record, the dealer must apply for an Arizona paper title in the name of the dealership to release ownership to the nonresident.
An Arizona resident that purchases a vehicle from an out-of-state dealer may be subject to pay Vehicle Use Tax (VUT). View the Fees (T&R) Overview topic for more information on VUT.

A wholesale motor vehicle auction dealer provides only the service of bringing seller and buyer together without taking possession of the vehicle.
The auction dealer is not required to apply for a title in the name of the auction dealer or to be reflected in the chain of ownership. Therefore, the wholesale motor vehicle auction dealer is exempt from having to possess a duly and regularly assigned paper title and other requirements relating to re-assignment of title documents and disclosures to buyers.


A wholesale motor vehicle dealer means a person who sells used motor vehicles only to licensed motor vehicle dealers.
A wholesale motor vehicle dealer is not required to operate from an established place of business. However, the wholesale motor vehicle dealer shall maintain a place of business in which business records must be maintained.
All vehicles that the wholesale motor vehicle dealer acquires must be titled in the name of the wholesale motor vehicle dealer before the wholesale motor vehicle dealer transfers the vehicle to another licensed motor vehicle dealer.

The wholesale motor vehicle auction dealer means a person who is in the business of providing auction services soley for wholesale transactions to motor vehicle dealers licensed in Arizona or any other jurisdiction and who, in the course of ordinary business, does not buy, sell, or own the motor vehicles that are being auctioned.
- A wholesale motor vehicle auction dealer is exempt from the requirements of having to assign a certificate of title and any related reassignment requirements
- The wholesale motor vehicle auction dealer may buy or sell the motor vehicles as long as they are a used licensed dealer

Wholesale motor vehicle auction dealers shall stamp 'EXPORT ONLY' on the title of any vehicle sold to a person who is licensed as a dealer in another country. |
Each wholesale motor vehicle auction dealer's established place of business shall conspicuously post a sign that contains the following statement:
'ARIZONA REVISED STATUTES SECTION 28-4334 PROHIBITS A PERSON WHO PURCHASES A VEHICLE FROM THIS WHOLESALE MOTOR VEHICLE AUCTION DEALER FROM SELLING THE VEHICLE IN THIS STATE UNLESS THE PERSON IS A LICENSED DEALER IN THIS STATE. A PERSON WHO VIOLATES THIS STATUTORY PROVISION IS GUILTY OF A CLASS 1 MISDEMEANOR.'

Beginning April 20, 2020, Arizona Certificates of Titles will no longer be printed in offices and will be centrally printed and mailed to customers. Only ATPs who meet certain criteria may request title stock and print titles onsite for specific types of customers.
Only the following customers may request a title to be printed onsite:
- A dealer putting a title into their dealership name
- A dealer putting a title into their dealership name to enable the vehicle to be bought or sold at an auction
- A wholesale dealer putting a title into their wholesale dealership name
- A wholesale auction dealer to enable auctions to be conducted

A Print Title service may be processed and the paper title may be mailed to the customer, as a title may not be printed onsite for the following services:
- Over the counter public customers
- Dealer retail customers
