Vehicle License Plates

The Division offers special plates that represent, but is not limited to, colleges, the environment, and organizations (view the Plate Selections Gallery on the ADOT website for plate background designs). Some special plates can be personalized, have the disability symbol, and/or have eligibility requirements.

Special plate and personalized plate fees are collected for every year the vehicle or trailer will be registered.
The first time a customer requests a standard special or personalized plate, the following fees will be collected:

When a customer is renewing the vehicle's registration with a standard special plate, typically the special plate fees will be the same as the chart above.

The following plates will have a $5.00 annual renewal Special Plate fee:
- Distinguished Flying Cross (and Disability, Motorcycle)
- Pearl Harbor Survivor (and Disability)
- Former Prisoner of War (and Disability)
- Purple Heart Medal (and Disability, Motorcycle)

The following plates will have a $10.00 annual renewal Special Plate fee:
- Antique
- Classic (and Disability)
- Historic Vehicle (and Disability, Motorcycle)
- Horseless Carriage

The first time a customer requests a personalized special plate, the following fees will be collected:

When a customer is renewing the vehicle's registration with a personalized special plate, typically the fees will be the same as the chart above.

Personalization fees for a Veteran special plate (non-branch specific and branch-specific; excludes Women Veterans special plates) is not charged after the initial issuance.

For any special plate, whether standard or personalized, $17 of $25 of the special plate fees will be remitted to a specific charity or organization, while the remaining $8, which is an administrative fee, is remitted to the State Highway Fund.

The Division is authorized to issue the distinctive vehicle license plates as follows:
- Farm Vehicle
- Government
- Moped
- Off-Road Recreational
The distinctive vehicle license plates are not available with the International Symbol of Access.
The distinctive vehicle license plates may not be personalized.
The fee to replace a lost, stolen or mutilated distinctive vehicle license plate is $5 plus postage and handling.

The Farm Vehicle License Plate is issued to a vehicle that is strictly for commercial farming use. Vehicles that are:
- Operated by and for commercial farming or the raising of commercial stock
- Used to transport agricultural products, machinery or supplies to or from a commercial farming or a commercial stock raising operation
- Not used in the operations of a For-Hire Motor Carrier
- For-Hire Motor Carrier means a person engaged in and compensated directly for the transportation of goods or passengers
In addition to other applicable fees, the following fees are required:
- An initial application fee of $25
- A special plate transfer fee of $12
- Postage and Handling

A Government Vehicle License Plate may be issued to any vehicle that is owned by:
- A foreign government
- A Consul or any other official representative of a foreign government
- The United States
- A city, town, county, state or federal agency
- A political Subdivision of a state
- A Tribal government
- A provider of an ambulance, firefighting or rescue service that is used solely for the purpose of providing emergency services
- A non-profit organization that presents a form approved by the Division Director of Emergency Management
The Government License Plate may be issued to any type of vehicle and is a permanent plate that does not require a validation tab.
A Government License Plate may be assigned to another vehicle that is titled in the name of the same department, agency or political subdivision. Either of the following documents are required:
- A copy of the new registration
- A statement on agency letterhead which contains the following information:
- The agency name and address
- The vehicle information
- The plate number that is being transferred
The Division does not charge a fee for the initial issuance or transfer of a Government License Plate.
A $5 plate replacement fee is required if the Government License Plate is destroyed lost or becomes illegible.
A Government agency that meets all of the qualifications above may qualify for a Government Alternative Fuel License Plate or a Government Energy Efficient License Plate if the registered vehicle meets the qualifications.

A moped License Plate may be issued to a vehicle that meets the criteria for a moped registration.
There is not fee for a Moped License Plate.

An Off-Road Recreational License Plate may be issued to a vehicle that meets the criteria of an off-road recreational vehicle.
The Off-Road Recreational License Plate is issued for the sole purpose of identifying the off-road vehicle. The Off-Road plate alone does not authorize a person to operate the vehicle on public roadways.
The initial plate fee of $8 is required at the time of issuance and there is no annual renewal fee.
The Off-Road Recreational License Plate must be removed at the time of sale of transfer and the following shall apply:
- The Off-Road Recreational License plate is transferable to a newly acquired vehicle
- No plate transfer fee is required
- The Off-Highway Vehicle Decal will follow the license plate and is transferable
Policy 8.13.4 Off-Highway Vehicle.

A Disability or Deaf/Hard of Hearing plate is issued by the Division to a vehicle for an:
- Individual who has permanent physical disabilities or hearing impaired
- The parent or legal guardian of a minor (17 years and younger) with permanent physical disabilities
- Organization who transports persons with physical disabilities
The Disability plate is not available to a person with a temporary disability.
Disability plates are issued to each vehicle the permanently physical disabled, or is hearing impaired, customer owners, upon request; at no cost to the customer (initial issuance only).
When the plate has been lost or stolen, a $5 lost plate fee will be charged, unless taken by law enforcement due to an Mandatory Insurance issue.
Postage will be charged when mailing a Disability plate.

For an individual to request a Disability plate, a properly completed Disability-Deaf/Hard of Hearing Plate/Placard Application - Individual, form #96-0104 must be submitted.

For the parent or legal guardian of a minor with permanent physical disabilities to request a Disability plate, the child must be under the age of 18 and a properly completed Disability-Deaf/Hard of Hearing Plate/Placard Application - Individual, form #96-0104 must be submitted.

For an organization to request a Disability plate, a properly completed Organization Disability Plate/Placard Application - Organization, form #96-0104B must be submitted.
