Factory List Price

The Factory List Price (FLP) is used to help calculate the Vehicle License Tax (VLT).

The FLP can also be referenced as the MBRP, which stands for the Manufacturer Base Retail Price. The MBRP is the price a vehicle costs without any add-ons requested by the buyer.

Obtaining a Vehicle FLP for a Non-Commercial Vehicle or Trailer

The FLP can be established using one of the following:

If the MBRP cannot be determined, the Manufacturer’s Suggested Retail Price (MSRP) can be used as the FLP.

For MCOs ONLY:

When the above ways to determine the FLP does not work, your absolute last resort will be to use the purchase price on the sales invoices provided by the customer. You will need to make a copy of the sales invoice to show how the FLP was determined.

Establishing the FLP for a Commercial Vehicle (18,000+ lbs GVWR)

Manufacturer Certificate of Origin (MCO)

When a customer wants to title and register a commercial motor vehicle that has a gross vehicle weight rating (GVWR) over 18,000 pounds with a MCO, the sales price will be used to determine the FLP.

The dealer sales invoice or contract will be required. If a sales invoice or contract is not available, use the MBRP.

Used Vehicle (Out-of-State or Arizona Title)

When a customer wants to title and register a commercial motor vehicle that has a gross vehicle weight rating (GVWR) over 18,000 pounds with an out-of-state or Arizona title, the following can be used to determine the FLP:

Cab & Chassis

The FLP for a cab and chassis will be obtained by adding the FLP of the cab and chassis vehicle to the FLP of the new equipment. View the Commercial Vehicles topic > Cab and Chassis section for more information.

Submitting Documentation

Copies of the documentation used to establish the FLP are considered to be supporting documents and must be submitted.
